Main points:

• Marriage celebrants need to complete an activity from Table 1 - marriage related OPD

• This year the department is trialing a free one hour online unit via the Portal. Marriage Celebrants who complete this will have one hour credited towards their 2020 OPD hours.

• Marriage celebrants can upload their certificate that confirms their OPD activity via the Portal as a record of their compliance.

Dear Marriage Celebrant

The purpose of this email is to provide you with information regarding your OPD requirements in 2020. All Commonwealth-registered marriage celebrants, including religious marriage celebrants, must complete 5 hours of OPD every calendar year (January to December) unless an exemption has been granted. The Attorney-General’s Department publishes a list of approved OPD activities at the start of each calendar year. The list is required by law and is published on the Federal Register of Legislation.

In 2020, in lieu of a single compulsory activity, the Registrar requires that celebrants complete at least one of the “activities” listed in Table 1 of Schedule 1 to the Marriage (Celebrant Professional Development) Statement 2020. These activities may include one of the OPD activities with marriage celebrancy content, one of the Certificate IV in Celebrancy units, or attendance at a conference delivered by a celebrant association or network. If further hours are required, you are free to choose from the other activities listed in either Table 1 or Table 2 to make up the five hour OPD requirement. 

The Attorney-General’s Department will also be offering a legal questions activity available for completion through the celebrant self-service portal This activity will count towards one hour of your five hour obligation and is free to complete.  This activity will be available to all celebrants in March 2020. The Department will advise celebrants when the activity is available. Some approved OPD panel providers will also be offering a complimentary activity to the AGD activity.  You will need to contact your provider for further information. 

Self-reporting completion of your OPD

You can upload the completion of your OPD in the self-service portal yourself. You can find guidance material on how to upload OPD into the self-service portal on our website at:

Your approved provider will also send us confirmation of the completion of an OPD activity. You will be able to see this in the self-service portal after we receive a report from the provider (usually at the end of the quarter).
